Shadi Saleh is the founder of Caspian Holdings. With ten years of creative and visionary leadership in the highly regulated Liberian water and sanitation industry, he secured his first contract with the World Bank, just four months after returning to Liberia from the United States in 2009. Under Mr. Saleh’s leadership, Caspian organized an operational team to implement a fully functional waste management firm and identified key local personnel for other sectors. Currently, Mr. Saleh leads all Caspian Holdings’ local operations. Mr. Saleh led the design of the operations and logistics for the waste collection implementation plan and the technical design of the collection stream of data. In addition, Mr. Saleh also led the cost evaluation of Caspian’s solar installation systems. Mr. Saleh holds a BS of International Finance from the Bethune-Cookman University, Daytona Beach, USA.
Sarah Whitney PMP, is the Chief Operations Officer at Caspian. Ms. Whitney brings a significant wealth of knowledge as a senior operations executive with extensive leadership & coaching experience. Her 15-year leadership career has spanned industries such as corporate real estate and manufacturing. She specializes in organizational design, change management, creating company culture, metrics and deliverables, management of leaders, training and accountability of tactical staff. Her private ventures have allowed for impactful strategic partnerships with industry leading entrepreneurs in marketing, branding, and talent management.
Ms. Whitney holds a BS in Managerial Economics from the University of California at Davis, Dean’s list.
Dr. Carl Patrick Burrowes is a Senior Strategic Advisor at Caspian. He is one of Liberia’s leading historian. Dr. Burrowes served as Vice President for Academic Affairs at Cuttington University, Liberia, and Carter G. Woodson Distinguished Professor at Marshall University, Liberia. He is the author of, Between the Kola Forest and the Salty Sea: A History of the Liberia People Before 1800, and Power and Press Freedom in Liberia, 1830 to 1970. He also co-authored The Historical Dictionary of Liberia. His research has received awards from the International Communication Association and the Association for Education in Journalism and Mass Communications. Dr. Burrowes earned a Ph. Lisa R. White is the Chief Communications and Marketing Officer at Caspian. She has worked for the United Nations for over 10 years; seven in Liberia before, during, and after the Ebola Crisis. She gained extensive experience developing and implementing comprehensive communication strategies for the UN Mission in Liberia and the UN Ebola Emergency Response Mission, organizing high-level events, conducting community outreach initiatives, creating content for social media, and collaborating with governments on development initiatives. Ms. White holds a BA in Journalism, MA’s in Strategic Communication, and Political Science with an international focus.
Mr. Zac Boyles is the Chief Technology Officer at Caspian. He is an accomplished, senior-level engineering expert, focused on the implementation, development, and support of IT platforms and products. Fluent in the latest programming languages, Mr. Boyles is a proven leader in business-critical environments. Currently, Mr. Boyles works as a Senior Solutions Architect at Seafra and is the lead developer solely responsible for the application and acquisition of Microsoft’s first HIPAA Business Agreement provided within Microsoft’s Azure Cloud Services platform.Mr. Boyles holds a MS in Computer Engineering from the University of Liberia, Monrovia and an Associate in Arts from the Daytona State College, USA.
Mr. John N. Horace is a Business Continuity Manager & Strategist at Caspian. He is an astute professional and comes with experience from diverse backgrounds (both private and public). Mr. Horace has served as Chief of Staff to the President/CEO of the National Oil Company of Liberia (NOCOL) where he managed the day-today operational and administrative activities of the Office of the President/CEO and ensured that all departments are aligned to achieve the objectives and goals of the organization per project and mandate. As a Research Fellow, Manager, and Lecturer. Mr. Horace has a keen analytical perspective on operational issues to ensure the desired results are met within deadlines. Mr. Horace is reliable, results-oriented, and motivates others. Mr. Horace holds a Master in Energy Studies with Specialization in Energy Economics from the University of Dundee.
Mr. Momo Kamara is the Head of Infrastructure Division at Caspian. He has over 25 years of experience in the road development sector. He also has a comprehensive understanding of the overall road development process, including cost evaluation, and engineering implementation. Mr. Kamara has spent his career as one of the lead engineers for the Ministry of Public Works (MPW) of Liberia on road and bridge projects. During his tenure, Mr. Kamara planned and led the execution of road constructions and repairs, and supervised contractors on behalf of the MPW. Mr. Kamara holds a MS in Civil Engineering from the University of Liberia, Monrovia.
Dr. Brahima D. Kaba is a Senior Strategic Advisor at Caspian. He is an Educator with over 40 years of teaching, research and administrative experience both locally and internationally. As a public servant, Dr. Kaba served as the Minister of Commerce and Industry as well as the Minister of Transport of the Republic of Liberia. He served as Ambassador of Liberia to the Kingdom of Saudi Arabia, The Kingdom of Bahrain, the Sultanate of Oman, Arab Republic of Egypt, Tunisia, Jordan, and Sudan, with oversight over the UAE, Kuwait, and Saudi Arabia. He served as Ambassador of Liberia to Senegal, Mauritania, the Gambia and Cabo Verde.Dr. Kaba recently established an international business consulting company to promote foreign direct investment in Africa.
Mr. Howard Zimmerman is a Senior Strategic Advisor to Caspian. With over forty years of business experience in a wide range of industries and stages of commercial development, and most recently as Vice President and Legal Counsel with the Kantar Group (a global consultancy affiliated with WPP plc and Bain Capital), Mr. Zimmerman is well positioned to provide guidance and support to Caspian’s Executive Committee as the Company continues to grow and diversify. Mr. Zimmerman is a graduate of Boston University (BA in Political Science) and received his Juris Doctor from The George Washington University Law School (where he served on the Board of Editors of the Journal of International Law and Economics). He was selected as a Fulbright Scholar, serving at the Faculte de Droit, l’Universite d’Aix-Marseille, France 1972/73.
Mr. Samer A. Saleh is the Supply Chain and Operations Subject Matter Expert and Senior Strategic Advisor to Caspian. Mr. Saleh has more than 20 years of extensive experience in supply chain, engineering, operations, manufacturing, capital planning and program/project management that span across Consumer Electronics, Medical Devices, Diagnostics and Nutrition Industries. Mr. Saleh currently serves as the Director of Global Distribution for a Fortune 100 Company. His scope includes Global Customs and Trade Compliance, Logistics and Distribution that support over $1.5 Billion revenue.
Mr. Saleh holds a B.S in Electrical and Computer Engineering from Northeastern University and a M.S. in Computer Information Systems from Boston University, USA. Mr. Saleh is a Certified Supply Chain and Project Management Professional.
Mr. Osemwengie George Agbonlahor, Jr. is a Senior Strategic Advisor to Caspian. Mr. Agbonlahor, Jr. is an industrial operations strategist and trade finance solutions expert with multi-industry exposure across the sub-Saharan Africa marketspace.
Mr. Agbonlahor, Jr. holds a BS in Finance and Statistics from the University of Houston, Houston TX where he graduated cum laude, a MBA with Merit focusing on corporate social responsibility from the Nottingham University Business School, Nottingham UK, a certificate in General Management from Judge Business School, Cambridge University, Cambridge, UK and is currently enrolled at the Durham University Business School’s Doctorate in Business Administration program based in Durham, UK.
Ms. Fanta Kamara is a Senior Strategic Advisor to Caspian. She is a dynamic International Business leader with more than 15 years of experience that spans Operations, Program Management, Communications, Entrepreneurship, Procurement, Finance, Negotiation, Technology, Governance and Risk Management.
Ms. Kamara is currently a Senior Leader at Bank of America, Merrill Lynch, leading a Digital Transformation, Optimization Program, with oversight of Portfolio Execution, Budget, and Governance. Previously, she served as a Senior Global Cloud Product Manager for Bank of America Cloud Computing Service, responsible for Strategy and Implementation.
Ms. Kamara holds an MBA, from Keller Graduate School of Management in International Business and a Graduate Certificate in Sustainable Business Strategy, from Harvard Business School.
Mr. John Hanna is a Senior Strategic Advisor to Caspian. He provides corporate development, business model design and venture counsel to a wide range of enterprises with one thing in common: they are grappling with the early stages of new ventures.
In Canada, the US, Europe, and the former Soviet republics he has been deeply involved in the development of retail and residential real estate initiatives, B2B and B2C technology applications, food and beverage products, energy sector servicing, hotel turnarounds and not-for-profit education. In addition to strategic counsel and business model design experience, he applies advanced skills in financial modelling including market sizing, distribution modelling and scenarioplanning. Mr. Hanna sits on the board of an organization that helps Syrian newcomers to Canada invest in business.
Dr. Kimmie L. Weeks is a Senior Strategic Advisor at Caspian. Dr. Weeks is an internationally acclaimed humanitarian who has worked to alleviate poverty and human suffering in Africa and around the world for over twenty years. During that time, Dr. Weeks has formed partnerships and led organizations that have provided education to thousands of students in West Africa, lobbied for the disarmament of over 20,000 child soldiers.
Dr. Weeks has served as Chairman of the Liberia Water & Sewer Corporation (LWSC) and currently serves as Executive Director of Youth Action International, and Corporate Communications Strategist for Orange Liberia. Dr. Weeks received his Bachelors from Amherst College in Boston, Massachusetts, his Master’s from the University of Pennsylvania, and an Honorary Doctorate Degree from Amherst College.
Caspian is currently the leading municipal solid waste management firm in Liberia. Despite having started operations as recently as November 9 of 2009, Caspian, to date, has collected 30% of the waste generated in Monrovia. That adds up to over 115,000 cubic meters in just less than two years. Going forward, the Company’s goal is to streamline operations and consolidate some of the various contractors in order to increase efficiency and scale of collections.
The impact of our work has been far reaching and has earned the appreciation and praise of community leaders and citizens. During the initial phase of our Company’s engagement in waste management, and based on past experiences with numerous companies, members of the community had expressed skepticism about our Company’s dedication to quality and customer satisfaction. Caspian has recently won a competitive bid to provide over 8,000 water meters to the City of Monrovia. Municipal water access in Liberia has been non-existent or, at best, been severely compromised due to the vestiges of the protracted civil war. As the country prepares to re-develop its water infrastructure, water meters will be crucial for the government to accurately bill and monitor water usage by residents and businesses. Our team has partnered with The Universal Group in the United Kingdom. The Universal Group has installed over seven hundred thousand water meters and associated technologies throughout Africa. Its solutions have reduced Non-Revenue Water usage, a critical performance indicator for water authorities. The firm will train Liberia Water & Sewer Corporation (LWS C) engineers and installers in Liberia to educate them on the deployment of water meters within the national water grid.
Caspian has been awarded an USD$100,000 project through the African Development Bank to provide installation of solar systems at a border post facility between Liberia and Guinea. Our team has already developed the design of the technical specifications needed for the project. Caspian has also hired qualified and experienced engineers to assist in the deployment of this project. In addition to installing the systems, at its own expense, Caspian will support the knowledge transfer of the installation process between its engineers and several pre-selected Liberian technicians.
Our Company strongly believes knowledge transfer is critical to building capacity in the sector. With a solid base of knowledgeable employees with solar installation experience, Caspian will be able to expand its offerings to NGOs, government institutions, and private businesses.
Caspian has recently recruited a distinguished team of civil engineers and project managers to support its capacity to build roads across Liberia. Road construction is a top priority for the Government of Liberia and is essential to Liberia’s overall development.
On April 1, 2020, a “Consortium’ of International Partnering firms submitted a proposal under the auspices of Caspian to pre-finance the supply, installation and management of prepaid water meters, bulk water meters, standpipe water meters and leak detection equipment for water (collectively, the “Products & Services”) in its operational areas in Monrovia and its environs, as well as manage its deployment and operation of the meters through a ‘Control Center’ for a minimum period of five (5) years; with a 5 years automatic renewable option.
The Supplier and the Center of Excellence (CoE ) Contractor (Caspian and The Universal Group) have been provided an opportunity for the award of a contract for the procurement of integrated prepaid water metering systems for the elimination of commercial and technical losses. Both Parties are desirous of working together to improve LWSC’s revenue stream (both potable water and sewerage) by implementing full electronic (Prepayment/Post Payment), associated technology, and Leakage Detection capabilities, which is aim at significantly reducing both commercial and technical losses.
The Supplier and the CoE Contractors will introduce and utilize all applicable beneficial technology, software, and facilities, for both distribution and network services.

On July 30, 2014, Caspian was awarded a National Competitive Bidding (NCB) contract with the World Bank again to segregate, collect, and processed over 300 tons a day of municipal solid waste from half the City of Monrovia with over 200 locations within our project areas.
